    Returns a DBUtils instance. When run in DBR, the returned instance of DBUtils delegates all calls to the underlying DBUtils implementation. When run outside of DBR, the returned instance of DBUtils implements the DBUtils interface using the Databricks REST API.

    This method is thread-safe.
