Avoid using the deprecated TransactionControl interface

This rule detects and flags the interface com.ibm.ws.extensionhelper.TransactionControl. This interface was deprecated in WebSphere Version 7.0

Use the interface com.ibm.wsspi.uow.UOWManager instead.
