BackingOff	Defines a State where the BackoffRunnable is Unstable.
BackingOn	Defines a State where the BackoffRunnable is in process of becoming Stable back again.
Error	Error state, children of this could be delaying or not running.
Stable	Stable state, no child of this should be delaying.
State	Defines a Backoff state, that can evolve into another one depending on the BackoffBarrier.
Unstable	Unstable state, children of this could be delaying.
