ValueProvider which hints available Cipher Suites for IBM MQ Connections. Will provide Cipher Suites depending if is required Oracle Suites or IBM JDK Cipher or if they are FIPS compatible. Supports TLS 1.3 ciphers and IBM MQ special values like ANY_TLS13_OR_HIGHER.
