Creates a fluent helper object that will fetch a single WBSElement entity with the provided key field values. To perform execution, call the executeRequest method on the fluent helper object.

entityCollection - Entity Collection to be used to fetch a single WBSElement

wBSElement_ID - WBS Element

Constraints: Not nullable, Maximum length: 24

servicePath - Service path to be used to fetch a single WBSElement
