This is implemented in package io.grpc.internal because the DnsNameResolver constructor is package private, and the public construction mechanism (through DnsNameResolverProvider) wraps it in an unnecessary RetryingNameResolver (our own wrapper will again be wrapped in a RetryingNameResolver by the channel...).
