BloomFilter is a probabilistic data structure for set membership check.

This class was forked from
org.apache.orc.util.Murmur3.This is a concatenation of all byte array content, and a separate length stream will be used to get the boundaries.
This is only for mantissa/significant of a decimal and not the exponent.
InputStreamCheckpoint is represented as a packed long to avoid object creation in inner loops.
