This is a MessageContextListener that installs ParserInputStreamCustomBuilder during an Envelope or ServiceContext event on AxisService. The installed ParserInputStreamCustomBuilder is then used by StAXSoapModelBuilder to create OMSourcedElement for payload data from Soap body.
