 TruffleString.Encoding expectedEncoding)

Get the string's TruffleString.CompactionLevel. Since string compaction is only supported on TruffleString.Encoding.UTF_16 and TruffleString.Encoding.UTF_32, this node will return TruffleString.CompactionLevel.S1 on all other encodings.
